Joseph Parker is Director of the Healthcare Outcomes Center at the California Office of Statewide Health Planning and Development (OSHPD). He oversees the center’s public reporting on hospital and surgeon quality for medical procedures and conditions. Current OSHPD information on maternal care provided by California hospitals include C-section and VBAC rates and future outcome reports are planned for risk-adjusted 3rd/4th degree perineal lacerations and unplanned readmissions after birth. Mr. Parker is actively involved with national organizations setting the agenda for quality reporting, including the National Society of Thoracic Surgeons, the Agency for Healthcare Research and Quality, the National Quality Forum, and the National Association of Health Data Organizations. He sits on various boards and committees at the state level that work to promote healthcare transparency and public reporting of healthcare provider outcomes. He received his Doctoral Degree from the University of Southern California in 2000, where his dissertation focused on methodological innovations for risk-adjusting hospital outcomes. His research interests and peer-review publications focus on measuring the quality of provider care using administrative and clinical registry data.
